Car Accident Advice: Someone hit me and doesn't want to go thru insurance?

Someone recently hit my car while it was parked across the street from my house. I almost thought it was a hit and run till I found their business card on my windsheild. I called her and she said she'd rather not go through her insurance but pay me directly for the damage to my car. I have been in accidents where I was hit but usually the other person just gives me their insurance info and I call them and get my car fixed fast, no problems. So I was already a little hesitant about agreeing to this, but I figured as long as it gets fixed it should be alright. So I did like she said and got an estimate from a body shop, then called her with it. Right off she said, Oh thats really high,(almost a 1000) and I reminded her that the damage is pretty severe, she backed into my rear passenger door, now entirely dented and scratched up. I know the estimate is fair compared to other work I 've had in the past. So anyways, I thought she'd decide right there like she had told me before, if it was affordable for her she'd pay me if not she'll go through her insurance. So since she acted like that was so much money I asked well does that mean you want to just use your insurance? She still sounded unsure and said she needs to figure this out. So it's been another day since that, still waiting, she did call again and say she's running it by her insurance agent to see which way would be better for her, insurance or pay me off. So I am still waiting, it's only been a few days since the accident but I am getting anxious because I kind of wish she would just give me her insurance info and go through it, my car would probably be in the shop already and this would be taken care of. But instead I 'm waiting for her. She still has not given me her insurance info, I don't have her license plate # or even what her car looks like, just a business card. And its a big inconvenience because I know I will be without a car for a at least 2-3 days, and even if she pays me she sure didn't mention a rental car. I can't understand this issue. I have been living in the uk since 2008. I used to pay 900 for the insurance, then it raised to 1200 and now they ask me for 2300 for the third year renewal. I never made a claim and I have a full UK license and an international license for 11 years. I am 29 years old and I am an educated with MSc in medical sciences and I never drink or smoke. I have been recently involved in a car accident where the other driver ran a red light and totaled my car. I have witnesses, police reports and the individual that crashed in me got a red light ticket. My neck has severely been strained from the accident also lower back and right leg. I am going through an injury law firm and they recommended me to a rehabilitation clinic. The money that this rehabilitation clinic will receive will be from my insurance company but will I have to pay for it in the following years in my policy. Or will my record be clean and my insurance premiums will not go up? Thanks.

So I'm planning on getting a 600cc supersport soon, and I was looking at insurance rates. The choice package at progressive was $350 for my current 2006 ninja 250. (19m, car driver 3 years, 9 months on bike) and when I try to get a quote for a 600cc bike the price jumps up to $1200 for a bike of the same year (r6), and $1400 for a gixxer. At the same time, it's $450 for a ninja 650r. Are these prices suppose to be right? What's going on?

I know obviously insurance for the young is gonna get rocket high anyway compared to older people for the same old 'statistical' reasons as always although I don't intentionally drive like an idiot or least intend never to and I do take safety as a big priority and everything, I've passed my test just over 2 years ago with a clean license but still find insurance even for my micra (1 litre 1994 M Reg) costing me a minimum average of 1000 annually, and just below a grand like 900-950ish is roughly the best I've got for my micra from directline but wondering if anyone would know anyone better cost wise? Also why is there so much discrimination against young/new drivers when its actually only the small minority who take the worse of risks and drive like w*****s making it sky high expensive for the rest of us, I can understand it may be statistic but unless u actualy do drive like a so and so I don't see why 'everyone' should be punished with rip off premiums for the sake of the minority number of idiots
